New Sustainable Waste Services Agreement

LUPC is pleased to announce the award of a new framework agreement for Sustainable Waste Management Services. The agreement runs for three years, from 1 August 2014 to 31 July 2017, with an option to extend the term for up to a further 12 months.

This is the first time that LUPC has awarded a framework agreement for Sustainable Waste Management Services.  The key objectives of the project were to increase consolidation of spend on sustainable waste management services; achieve continued value for money for Members; to provide a comprehensive waste management service with excellent service standards and accurate waste data; to be active partners in supporting Member institutions in reducing waste; and provide an overall cost effective service.

The new agreement is split into five lots as follows:

Lot 1 – General waste (Greater London)

Lot 2 – Hazardous, chemical, clinical, pharmaceutical and radioactive waste (Greater London)

Lot 3 – Confidential Waste (Greater London)

Lot 4 – One-stop-shop waste services (Greater London)

Lot 5 - One-stop-shop waste services (National)

In order to meet the wide-ranging requirements of LUPC Members, the framework is designed to allow institutions flexibility to establish a panel of providers from the one-stop-shop solution. 

The tender process

In autumn 2013, LUPC formed a Project Team for Sustainable Waste Management Services. The Project Team met a number of times to discuss the proposed framework, with representation from Sustainability, Operations and Procurement professionals from a range of LUPC institutions, including the University of Greenwich, University of Westminster, Goldsmiths, Birkbeck, University of East London, LSE, Royal Veterinary College and The National Institute for Biological Standards and Control. The meetings provided an opportunity to discuss requirements, specifications, contracting approaches and supply markets and to agree the final scope and structure of the planned framework.

The Project Team also acted as the Tender Working Party, supporting the full sourcing process, from development of requirements, through to tender evaluation and award.

Agreement launch event

Members are advised that a free Sustainable Waste Management Services launch event, with an opportunity to meet suppliers and attend workshops relevant to this area of estates, is currently being planned for autumn 2014. LUPC will send further details in the coming weeks.
