We are pleased to announce that the EFM5015 LU – Security and Cleaning Services Framework is now live and available for use by LUPC members.


The framework was procured under the Competitive Flexible Procedure in accordance with the Procurement Act 2023 and provides a compliant route to market for staffed security, cleaning services and integrated security and cleaning solutions.


Framework overview

The framework is available for use by:

  • LUPC member institutions
  • SUPC members in eligible regions through Restricted Associate Membership of LUPC (available at no cost)

The framework was awarded to a range of pre-qualified suppliers and will run from 22 December 2025 to 21 December 2027, with options to extend for a further 2 × 12 months (up to 21 December 2029).


Lot structure

The framework is structured across three Lots:

  • Lot 1 – Security Services (Staffed)
    Guarding, patrols, access control, CCTV monitoring, incident and emergency response, and event security.
  • Lot 2 – Cleaning Services
    Routine, periodic and reactive cleaning, including specialist environments and associated services.
  • Lot 3 – Combined Security & Cleaning Services
    Integrated delivery under a single contract or coordinated management model.


Members can select the Lot(s) that best meet their operational needs.


What are the benefits of using this framework?

This framework provides:

  • A compliant route to market under the Procurement Act 2023
  • Access to pre-qualified suppliers assessed for service quality, resilience and social value
  • faster route to contract compared to running a full procurement
  • Flexible service options across security and cleaning
  • Capped framework pricing, with opportunities to achieve greater value through Further Competition
  • Member-defined tools for performance and social value management


How do I call off?

Call-offs are awarded by running a Further Competition among all suppliers appointed to the relevant Lot. Members use the framework templates to issue an Invitation to Quote, evaluate responses against published award criteria, and award to the Most Advantageous Tender.


Responsible procurement

  • Responsible procurement is embedded throughout the framework. As part of the tender process:
    • Suppliers were evaluated on social value, sustainability and environmental management, alongside service quality and resilience
    • Workforce practices, training and compliance with relevant legislation and industry standards were assessed
  • All suppliers have committed to the Sustain Code of Conduct
  • At call-off stage, members are supported through example KPIs and performance measures included in the framework templates, allowing locally relevant outcomes to be defined in line with institutional priorities.

Launch webinar

We will be holding a launch webinar in February to introduce the framework, explain the Lot structure and call-off process and answer member questions. We will communicate the details shortly.
