LUPC is currently working on the third phase of its Tender Documentation Templates.  Phase 3 will consist of templates for the new Procurement Regulations (PA2023), which are scheduled to go live on 24 February 2025.

These documents will serve as a useful resource for procurement teams, supporting future tendering and providing a level of risk mitigation for organisations.

Following a mini competition using the Legal Services Framework, LUPC has worked with legal services provider, Brodies LLP, to provide these templates.

The template resources are detailed below and will be available to download week commencing 13 January 2025 from the respective Consortia websites behind the member login:

Documentation Webinar
LUPC will organise a webinar with Brodies for all members of LUPC, SUPC, NEUPC and NWUPC to go through the PA2023 documentation.  The session will demonstrate the use of the templates and how they can benefit your organisation. It will be recorded for future reference for anyone who is unable to watch it live.  Further information and registration will be issued in the new year.

The templates are suitable for Goods and Services and have been designed in a generic format. They can be expanded upon further for specific complex requirements with the additions of schedules, or expansion of specific key areas which need to be supported by strong contractual conditions/terms.

The templates include drafting and guidance notes for consideration and further information which will support you when you are populating the documents.

The full suite of templates has been designed to allow for all stages of a full procurement process. When designing your ITT, the draft terms and conditions can be tailored for inclusion within the documents that will be published at ITT stage.

With regards to the terms and conditions, a series of schedules have been produced to support the core contract. Consideration should be given to these areas to determine which schedules apply.
